How the Search Works

It is a binary search over JPEG quality. The tool assembles the whole PDF at a mid-range quality, measures the result, then moves up if there is room to spare or down if it overshot — narrowing in over about six attempts until it has the highest quality that fits.

That is why target mode takes a little longer than a plain conversion: the document genuinely is being built several times. Every attempt happens on your own device, so nothing is uploaded no matter how many rounds it runs.

When a Target Cannot Be Met

Sometimes the maths simply does not work — twenty full-page photos will not fit in 200 KB at any quality. The tool tells you so and reports the smallest size it achieved, rather than quietly handing you a file that will be rejected.

Quality Still Matters

Compression is not free, and it is worth being clear about that. Photographs tolerate a great deal before anything shows; text and fine lines suffer sooner, developing a faint fuzz around the edges. If a target forces the quality very low and the document contains small print, the honest answer is that the limit is too tight for that content — reduce the resolution rather than the quality, and the same budget buys a cleaner page.
